Our client, a well-known group of companies who offer services across five inter-connected industries: Maritime / Oil & Gas , and other sectors is looking to hire under their Oil & Gas umbrella a QHSE Manager.

The QHSE Manager is responsible for the development, implementation, and continuous improvement of the company's Integrated Management System (IMS) across all operations. The role is both strategic and hands-on: the successful candidate will conduct site inspections, oversee high-risk operations on the quayside and workshop floor, and interface directly with clients and HSE teams during audits and project execution.

Main Duties and Responsibilities 

  • Develop, implement, and maintain QHSE management systems in accordance with ISO 9001:2015, ISO 45001:2018, and ISO 14001:2015. 
  • Monitor changes to -and ensure compliance with- relevant local and international regulations, standards, and codes of practice Establish and report on QHSE key performance indicators, including leading indicators (inspections, observations, training completion) and lagging indicators (incident rates, NCRs, audit findings).
  • Prepare and present QHSE performance data for periodic management review meetings in accordance with ISO requirements.
  • Maintain QHSE documentation including policies, procedures, manuals, and records. 
  • Establish standardised document control systems across all departments, ensuring proper creation, review, approval, distribution, updating, filing, and archiving of controlled documents and compliance records. 
  • Manage internal and external audits and liaise with certification bodies and regulatory authorities. 
  • Identify, assess, and mitigate workplace hazards, including incident and near-miss reporting and investigation. 
  • Ensure implementation of corrective and preventive actions arising from audits and investigations within agreed timelines. 
  • Conduct and oversee hazard identification and risk assessments (HIRA) for all operational activities. 
  • Manage the Permit to Work (PTW) system for all high-risk activities. 
  • Support the implementation of a Management of Change (MOC) process for modifications to equipment, processes, or procedures that may affect QHSE performance.
  • Manage the COSHH assessment programme: review Safety Data Sheets, ensure chemical storage compliance, and maintain the site chemical inventory. 
  • Monitor environmental performance and prepare relevant reports. 
  • Conduct QHSE training for employees and contractors.
  • Manage contractor QHSE performance including pre-mobilisation assessments, review of contractor HSE plans, on-site monitoring, and periodic performance evaluation. 
  • Conduct and/or oversee regular site inspections and safety observations at all operational locations. 
  • Deliver and/or oversee daily toolbox talks, pre-task briefings, and safety stand-downs. 
  • Promote and develop a strong safety and quality culture across the organisation. 
  • Monitor and maintain required QHSE certifications and accreditations for Company.
  • Coordinate the emergency drill programme: evacuation drills, fire response, spill response, medical emergency, man overboard, and MEDEVAC drills. 
  • Serve as the primary HSE point of contact for clients during project execution. 
  • Prepare, negotiate, and manage HSE Bridging Documents between the company and client HSE management systems. 
  • Prepare HSE documentation packages for tenders and contract bids, including HSE Plans, training matrices, and risk assessments. 
  • Manage client HSE audits, site inspections, and close-out of audit findings within agreed timelines. 
  • Assist Procurement with the evaluation of vendors as related to QHSE.
  • Maintain good working relationships with port authorities, terminal operators, and regulatory bodies. 
  • Exercise Stop Work Authority in cases of immediate risk to life, property, or the environment. 

Qualifications & Experience

  • Bachelor's degree in Engineering, Environmental Science, Safety Management, or related field. 
  • NEBOSH International General Certificate as a minimum; NEBOSH Diploma or equivalent is preferred. 
  • ISO 45001 and/or ISO 14001 Lead Auditor certification. 
  • Strong knowledge of ISO standards (9001, 14001, 45001 — Quality, Environment, and Occupational Health and Safety). 
  • Minimum of 5 years' experience in QHSE roles, preferably within the oil & gas, maritime, logistics, or heavy industrial sector. 
  • Demonstrated experience developing and maintaining integrated management systems (ISO 9001 / 14001 / 45001). 
  • Proven experience managing HSE in port, shorebase, or logistics base operations. 
  • Experience with oil & gas client HSE interface: bridging documents, IOGP standards, client audits, and HSE reporting. 
  • Experience managing investigations, risk assessments, and compliance programmes. 
  • Excellent leadership, communication, and organisational skills. 
  • Strong report writing, analytical, and problem-solving abilities. 
  • Resilience under pressure — ability to manage multiple sites, client demands, and operational deadlines simultaneously. 
  • Fluent in English (written and spoken) — this is the working language for client interface and IMS documentation. 
  • Proficient in Microsoft Office and document management systems. 
  • Valid Cyprus or EU driving licence. 
  • Working proficiency in Greek required for regulatory communication, site-level coordination, and liaison with local authorities.

Working Conditions

  • Office-based in Limassol with regular travel to Larnaca Port, DP World Limassol Terminal and company’s sites.
  • Regular presence required on operational sites including quayside, warehouse, and fabrication workshop environments.
  • Occasional out-of-hours availability for emergency response. 
  • Occasional client meetings and audits.
